Into your tlk folder. If you have a default installation it is at:
C:\Neverwinter Nights\NWN\tlk
Edit:
A given module can only use one .tlk file, so if you are using the toolset you will only be able to use one of these files in your module.

You can have multiple tlk files in your tlk folder. But, as Urk said, a module can only use one.
