When i am a player i prefer to play charecters that i can get as much history into as possible. I also like it when my charecters have at least one, often humorus, quirk with them. I do enjoy party balance and sometimes choose what charecter i want to play based on party balance.
As a DM i am still learning and am not openly DM'ing games. Will write more on my DM ability as it progresses :)
