Role: an envoy from the Oni islands

Appearance: This man's head is mostly shaved, except for the long blue-black braid that reaches nearly to his waist. His dark eyes are almond-shaped, and watch you intently. His clothes are strange, heavily decorated and embroidered, with long skirts.

Background (SPOILERS): Sanji's name means "Three", which commonly means the third child in a family.

Three has been sent as an envoy from the Oni islands by the Emperor Manosuke. The Oni islands have been isolationist, not allowing other cultures in, and rarely going outside, so Three is one of the first wave of Onians to gather information about these "outsiders" and their lands. Three has not been sent to meet with anyone in particular. Instead, his mission is to learn about the other islands. I don't think of him as a spy, since he's open about his mission if people ask. He, like all other Onians, is contemptuous of these backward, uncivilized people.

Three is very professional, having advanced to a medium level of the civil service ranks by doing well on tests in Confucian-style thinking, intellectual poetry, and so on. As with all the Onians, he places a high value on duty and honor, and sees himself as a cog in the machinery of society. (Think of the proverb "the nail that sticks out is pounded down.") He was picked for this mission because he, even more than most, is an observer of people and events, rather than someone who acts.
